Of course it did. I do feel, however, that the program had some serious flaws in it that left thousands of clunkers still on the roads based on outdated methods of estimated GPA. And honestly now, while it will help the ecology quite a bit (it's not possible, even with the poor standards, for it not to have), what is so fuel efficient about the standards set? There are plenty of "clunkers" still left on the road who did not meet the standards but are well over a decade old. You can bet your life on the fact that a car rated at 21 MPG that is now over 15 years old is NOT getting 21 MPG anymore. Shouldn't those cars have qualified as well? I know we can't please everyone all the time, but I do feel many more people could have been helped had the standards taken such considerations into account.
